The CSC Board of Directors recently announced Pat Levin, founder of Community Services, as the 2006 Donley Award honoree. Pat will receive the award at the 11th Annual Children’s Gala and Auction, November 4, 2006, at Northampton Country Club.

Pat has been executive director of CSC for 34 years. She has received numerous awards and accolades for her tireless efforts to make quality early childhood education available to the region’s most vulnerable children. In addition to the Donley Award, Pat has received the Athena Award and led the agency to be recognized through the Golden Apple Award from Good Schools PA and Northampton Community College’s Community Fabric Award. Last year, the National Head Start Association recognized Pat and CSC as one of the top 2% of Head Start programs in the nation. Pat has served on numerous governor-apponted boards and commissions under various administrations, both Republican and Democratic. She has also testified before Congressional committees.

Outcome results from CSC’s Head Start 2005/2006 school year clearly indicate that children excel. The vast majority of students who complete the program will enter school prepared to learn and succeed. The process for determining success begins with each child being assessed in seven learning domains. After each child is assessed, an individualized development plan is created and implemented. Each child is then observed to measure the success of the development plan, which can warrant changes if needed.

As much as 70% of our children began the year below their age group in the various learning domains. At least 80% of the children performed at or above their age group by the end of the year.

Last year, the US Dept of Education awarded Community Services for Children a grant use researched-based curriculum to improve the language skills of children from families who speak little to no English. The results to date are very encouraging.

Lehigh University’s College of Education is a partner in the project, working to evaluate outcomes of the program. They have recently launched a website providing background for parents and professionals alike.

The US Department of Education selected CSC during a highly competitive process for a $3.5 million Early Reading First grant. These grants are available through Project LEARN – Literacy Education And Readiness Now, intended to prepare children to enter kindergarten with the skills necessary for reading success. A major focus of CSC’s program will be to improve the English language and early literacy skills of children with limited English.

The program will also teach parents how to encourage their children’s verbal and early literacy skills through a variety of methods, including a PBS program designed by Channel 39 WLVT called “View, Do, Read.”To accomplish these goals, CSC has transformed seven Head Start classrooms in Allentown into full-day, full-year Early Reading First centers of learning.

CSC’s program is based on the most current research. Lehigh University is partnering with CSC to evaluate the effectiveness of the program.

This year, CSC honors Education 2010! with the Inez and Edward Donley Award for Children’s Advocacy. Currently composed of 12 leading business executives, Education 2010! was founded by Mr. Edward Donley in 2004. The purpose of the organization was for business leaders to come together to address economic development in relationship to the economic viability of the region’s hub—Allentown and its school district and to help the students of Allentown achieve academic excellence.

Over the years, their mission has evolved to include addressing the educational needs facing children of the Lehigh Valley by serving as a stimulus for identification, development, and implementation of new and innovative ideas for educating students. Collectively they believe investment in education, including preschool, is an investment in the future. Tomorrow’s employees, business leaders, researchers, entrepreneurs, citizens, tax payers, and philanthropists are today’s students.

Among other investments, Education 2010! has supported the pilot implementation of a unique literacy laboratory in Allentown serving more than 200 preschoolers in Head Start and PreK Counts.
