Who is considered a Regulated Child Care Provider?

There are three (3) categories of regulated providers, which include Centers, Group Day Cares, and Family Day Cares. In order to be certified, child care providers must be in compliance with the regulations explained in DHS regulations Chapter 3270 for Centers, Chapter 3280 for Groups or Chapter 3290 for Family providers.

How do I begin using the Provider Online Services?

In order access the resources available, you will have to create an account. You may do so at on www.pelican.state.pa.us/provider

How do I sign up for Online Attendance?

As a certified child care provider, you have the ability to access your CCIS attendance invoice online. Once you have established your provider login on the Department of Public Welfare website (www.pelican.state.pa.us/provider), you can opt in to sign up for the online attendance.

Once you are signed in to the Provider Self-Service site, click on Manange Facility, then CCIS Attendance Invoice Participation. Select Online Submission Type for each location, if applicable, then click Save.

What is the Keystone STARS program?

This is a program for certified child care providers committed to providing quality child care based on set standards of quality. These providers will receive technical assistance and financial support to help enrich their program. Participation in the Keystone STARS program is voluntary.
